Summary: | The progessive integration of a thought process framed in terms of uncertainty seriously challenges the models of both Keynes and Ford. It is dedicated to a contingency approach to problems, according to thought categories constructed locally. A set of mechanisms is thus elaborated in order to propose various negotiation scenarios to decision makers. These favor a collective approach to risks and problems. This text presents an empirical analysis of the process of instrumentation in a large urban development taking place today in the Toulouse area. It questions the effectiveness of the break with keynesianism announced by several Anglo-Saxon authors who originated a research program about the new tools of public action. |
