All attempts to implement reform failed as a result of state employment policy. This policy contributed to the spread of administrative corruption. The main properties of the relationship between the government and the bureaucracy are described. The main topics of the national program for the development of the state apparatus are presented. It is shown that any goals of administrative reforms revolve around the restructuring of public administration. The process of administrative reforms is based on an accurate diagnosis of dysfunctions in the management system.
