| Summary: | In this article, the product of an exploratory and field research, there is provided organizational behavior in the autonomous
governments (GAD) parish of the canton Milagro, Ecuador, in meeting its strategic planning and precisely their organizational
objectives.
It concluded promptly, there is a waste of time and material due to organizational processes performed manually without the
support of technology, a fact that goes against an efficient automated management of the planning model of institutional development and transparency public of its laws, regulations and organizational activities. This situation prevents them from exercising a suitable institutional transparency would strengthen access to public information and accountability to the community
