Summary:In Paraguay, the aim of the democratic transition is overall the desmilitarization. At the most local level, in rural areas, where 49% of the poblation lives, the oficial de compañía is desapearing and comisiones vecinales take their place. But this process also develop the competition between local caudillos. Inhabitants manage to limit their power and to use them in order to get better comodities, despite of a bad economic context. The most real and interesting change comes from the posibility they now have to organize them in a collective maner in order to clame their right to individual properties and means of life.
