Summary:The attention to the problems of evaluating the effectiveness of research activities that caused the appearance of a number of bibliometric and scientometric systems, has increased. The most reputable systems are Web of Science and Scopus. These systems have analytical add-ons - respectively, InCites and Spotlight. Citation databases of the Web of Science and Scopus systems are the embodiment of the concept of a quantitative approach to the Scientometrics. The InCites and Spotlight add-ons are an alternative to the quantitative approach; their underlying concept is the orientation toward obtaining expert opinions. The appearance of add-ons is due to the dualism of the Scientometrics. The dualism of scientometric systems is its manifestation in a practical plane. The conceptual framework for constructing these systems should take into account the need to operate with both primary quantitative indicators (scientific citation indices) and qualitative characteristics (analytical data obtained from processing quotation indicators). The authors proposed the development of an information-analytical system “Scientometrics 2.0” based on system “Bibliometrics of Ukrainian Science”. Its purpose, along with providing the society with a holistic view of the potential of science and the quality of education in Ukraine, is to form a base of bibliometric indicators for expert evaluation of the effectiveness of scientific institutions. The functional structure of the system includes three blocks. The first is the database of consolidated bibliometric data of scientists and scientific institutions represented in the international systems Scopus, Web of Science and Google Scholar. The second is an analytical superstructure over the consolidated bibliometric information base, which implements its statistical processing and analysis (comparison of indicators of specific organizations, tracking the activity of groups of researchers, detecting trends in the development of branches of science). The third component of the “Scientometrics 2.0” system is a group of analysts who provide information and consulting support for the preparation of an expert assessment of the effectiveness of a scientific institution using scientometric and other indicators applied in the international examination system.
