Summary:In the article the temporary organisation in land management and administration in 21 new communes is described, commented and critically analysed. Proposals for a rationalised system are given. Land management is one of the primary tasks of the new communes since in the majority of analysed communes it was declared as their prerogative and included in the communal jurisdiction. The analysis is followed by proposals, amongst others that physical planning, the environment, infrastructure and economic public services, building plots and housing should be managed by a unified administrative body and that in those communes which lack professionals the possibility of authorising intercommunal or regional bodies could be established. There is also a proposal to the Ministry for Environment and Physical Planning pertaining to education and new system of land management.
