The objective of this paper is to offer an original analysis of the urban vulnerability according to various spatial scales and methodologies for studying the functioning and the organization of the urban components. Firstly, the vulnerability is studied at a micro-scale particularly adapted to urban technical systems. Secondly, the vulnerability is analyzed at a meso-scale defined at the neighbourhood level and, thirdly, at a macro-scale characterized by governance and organizational stakes. By an analysis of the vulnerability through several examples, the complexity of the concept principally through interactions between the spatial scales is taken into account.
