This suggestion was substantiated to assess snow as waste disposed from road surface, and to register snow mass delivered to snow melting facilities in equivalent units. It is assumed that snow melting stations are facilities designed for waste treatment, and this is why the project documentation for construction of these facilities has to undergo a state expertise for Environmental Impact Assessment.
