We show both the limitations of traditional expert systems and decision support systems, and the necessity of using expert evaluation technologies to find possible development strategies. Based on that we substantiate the need of creating a new class of systems, i.e. Automated eXpert Assessment Systems, and propose their organizational structure and design principles.
