In the theoreticak part of the article the author relies on the method of comparative analysis, which allows to assess the trend in the development of the presidency of the three Baltic States - Lithuania, Latvia and Estonia. In this regard, the Presidency of Tallinn could be partially characterized by attempts to overcome the problems left by the Vilnius presidency.
