Since modern people of the modern world are born in a country (state) as a citizen of the country (state) and cannot even imagine a stateless world, it is necessary to think more about this concept, to produce ideas and to be discussed. Human beings live together with other people since their birth as a social being. Even though he is not aware of it, a third person enters the life of the individual, even before birth with the mother and father: “state”. In this study, the concept of “state” was examined and it was aimed to put an “ideal state” description and open it to discussion. The study is important in terms of proposing a sustainable state system using viable methods. The method of scanning secondary data was used. Findings have shown that the concept of “state” can vary according to time, geography, societies, and even the theorist that describes it. The study includes considerations for achieving a better state. The work is based on ideas from the theory to the technique. However, since the field studies were not carried out, it was limited to the theoretical level.
