| Summary: | The present paper substantiates the relevance of scientific and methodological developments that allow correctly checking the compliance of actual energy efficiency indicators of residential buildings with specified parameters. The contradictions of the aims and economic interests of suppliers and end users of energy resources were revealed. The paper reasons the need to develop and implement a set of organizational and economic measures, which should be aimed at inducing individuals, developers, construction contractors and enterprises and the building materials industry, as well as at changing the current system of performance indicators of the Ministry of Energy of Russia, natural monopolies and resource-supplying companies.
