Summary:his paper seeks to focus on the contribution information resources and libraries as elements bringing in added value to information and/or knowledge production and to analyze the tripartite relationship among such concepts as ‘added ‘value’, ‘elements that create value ’ and ‘value/performance measurement’. In this context, the author introduces a new ‘conceptual model ’ which is based on an original methodology that may be called ‘documentary evidence ’ in order to measure the value created by information resources and libraries in the literature world which is the output of knowledge production. The model in endowed with a methodology that is capable of reaching answers to a range of questions including the following: the level of international and national scale accessibility to and retrieval of publications that contribute to the knowledge production process; information resources that scientists prefer most in producing knowledge (i.e. printed/electronic media); distribution of most preferred materials in terms of language, authors and publishers as well as age and types of materials; and availability of preferred information resources in the libraries of universities they are presently working at. In this respect, the paper introduces a new paradigm and ‘model ’ to the existing literature. The methodology that characterizes the model is a ‘composite ’ one that synthesizes methods and/or techniques such as ‘citation analysis’, ‘bibliometry’, ‘performance measurement’ and ‘bibliographic search ’ which already exist in the relevant literature at both theoretical and practical levels. The purpose of the present article is to address and introduce the ‘conceptual model ’at a theoretical level.
