Public management and administration in the context of protecting its information space

The dominant problem of the formation of effective principles of public administration in Ukraine is the need for its safe functioning as well as on the administrative, program and procedural level. The purpose of the article is to identify and justify potential information security in the processes of public administration. The main tasks of the article are: the analysis of the issues of public administration system functioning in Ukraine and abroad; studying the basic concepts of legislation regulating of information security in Ukraine and in the world and e-government problems; the substantiation of ways to solve the basic problems of e-governance on the basis of three-level system: administrative, procedural and program levels. The public administration state analysis in Ukraine and abroad has revealed the problematic issues that have to be solved both on the territory of Ukraine and abroad in the context of their coordination with the information space of the world community. The transfer of electronic government activities to digital states creates new channels of interaction with users, but generates constant mutations of cyber threats and the emergence of new risks. These problems have to be solved for functioning the effective public administration system. The basic aspects that cause the emergence of e-government problems are: the complexity and heterogeneity of software and hardware used in e-government systems, which use different operating systems for the implementation of important tasks; a large number of nodes in e-government systems; an external access to the e-government system; the separation of functional responsibilities for the personnel of maintenance team and information security team. Particularly important for improving public administration is the use of breakthrough technologies and trends, such as the Internet things, cloud technologies, mobile devices and the control of risks arising in e-government systems.
