The phenomenon of labour’s mobility is extremely complex,multidimensional, plurivalent, difficult to decipher in structure and amplitude. Although unfolds amid and in the conditions of the economies’ globalization, free labour circulation run against the institutional, national and international constraints, of the behavioural constraints of the population from the areas andregions of destination as well as constraints that are the results of the difficulties of adaptations of the new arrivals.The labour’s mobility is approached both in theory and in practice in relation with the necessity of a balanced social and economic development in regional plan combining the aspects of structural order with the ones of functional order.
