The concept of the changes is based on the need to remove the contradiction that has arisen in connection with the creation of united territorial communities (UNCs), when the functions of the united communities and district state administrations coincide and are duplicated. Indicators to characterize the situation, some axiomatic provisions, and a new model for ensuring the development of enlarged districts are proposed. The role of suburbanization as a strategic function of the development of territories is determined, and it is proved that suburbanization has an opposite effect on the development of cities and urban-type settlements.
